Aaron Allen is a Non-resident Senior Fellow with the Democratic Resilience Program at the Center for European Policy Analysis (CEPA).

He was a Title VIII Non-resident Fellow with the Transatlantic Leadership Program at CEPA, where his research focused on the Central and Eastern European region’s role and interest in U.S.-Russia nuclear arms control negotiations. Aaron was most recently a National Security Fellow with the Robert Bosch Stiftung where he worked for the German Coordinator of Transatlantic Cooperation in the Bundestag and Auswärtiges Amt in Berlin. Previously, he worked in the U.S. House of Representatives as a Senior Foreign Policy Advisor, Committee Professional Staff Member, and was the founder and former President of the Foreign Affairs Congressional Staff Association. He also previously worked for the California State Senate, the Chula Vista City Council, the San Diego World Affairs Council, the International Rescue Committee, and the National Conflict Resolution Center.

Born and raised in San Diego, California, Aaron attended the University of California, Berkeley, and graduated with degrees in History and Political Science. He has completed a Master in Arts in Security Studies at Georgetown’s School of Foreign Service and a Master in Arts in Defense and Strategic Studies at the U.S. Naval War College. He also completed a two-year national security certification fellowship with the Harvard Law School’s Program on Negotiation. 

Aaron has participated in additional professional fellowships including the National Endowment for Democracy’s Penn Kemble Forum, the Woodrow Wilson Center’s Foreign Policy Fellowship Program, the Council on Foreign Relations’ Congressional Foreign Policy Study Group, and the Nonproliferation Policy Education Center’s Public Policy Fellowship. He was recently selected for the New Security Leaders Program with the Warsaw Security Forum and is also an alumnus of the Aspen Security Forum Scholar Cohort and the European Union Visitors Program.
