Ambassador Philip S. Kosnett (Ret.) is a Non-resident Senior Fellow for the Transatlantic Defense and Security program at the Center for European Policy Analysis (CEPA).

During a Foreign Service career representing the United States in Europe, the Middle East, and Asia, Ambassador Kosnett focused on international security and governance and led interagency, civil-military, and multinational teams in conditions of peace and war. His senior leadership assignments included Ambassador to Kosovo, Charge d’Affaires in Turkey and Iceland, and Deputy Chief of Mission in Uzbekistan. He also served in Afghanistan, Iraq, The Netherlands, and Japan; and in policy and operational positions in Washington.

A 1982 graduate of Harvard, Ambassador Kosnett worked in New York as a conflict simulation game designer and taught in Japan prior to entering the State Department. Since leaving federal service, he has taken on roles in consulting, policy analysis, higher education, and humanitarian crisis response, and returned to his roots in game design.

Ambassador Kosnett is a recipient of the State Department Superior Honor, Meritorious Honor, and Senior Performance Awards; the Office of the Secretary of Defense Medal for Exceptional Civilian Service; the Department of the Army Medal for Outstanding Civilian Service; and the Republic of Kosovo Order of Dr. Ibrahim Rugova. He has studied Turkish, Japanese, Dutch, and Russian and is self-taught in Pentagon dialect. He is married to and has frequently served alongside Alison Kosnett, a specialist in governance and development.
