The Biden Administration must work with allies and partners to overcome the significant legislative and technical challenges that remain in deterring and exposing future attacks by malign actors.

The recent SolarWinds hack is just the latest example of Russia's exploitation of the cyber domain to continue the Kremlin's hybrid warfare against the West. Although this is not Russia's first cyberattack against U.S. critical infrastructure, the Biden Administration must work with allies and partners to overcome the significant legislative and technical challenges that remain in deterring and exposing future attacks by malign actors.
