Torben Mikkelsen is a Distinguished Fellow in the Transatlantic Defense and Security (TDS) program at the Center for European Policy Analysis (CEPA).
Mikkelsen is a senior defense executive and strategic advisor with more than 42 years of leadership experience in naval operations, defense transformation, capability development, and multinational security cooperation. A former Admiral Danish Fleet, he has commanded at every level of the Royal Danish Navy and has led complex national and international operations, major modernization programs, and strategic defense initiatives in close cooperation with NATO allies, governments, and industry partners.
Since retiring from active service in June 2024, he has continued to support defense innovation and maritime-industrial cooperation through a portfolio of executive and advisory roles. He serves as Managing Director of Naval Team Denmark (2025–present), where he leads strategic collaboration between Danish defense industry stakeholders, government authorities, and international partners to strengthen Denmark's naval and maritime capabilities and global positioning. He is also Strategic Advisor to the Centre for Naval Innovation and Adaptability and the National Defence Technology Center, advising on defense modernization, technology integration, capability development, and future force design.
From 2023 to 2024, he served as Chief Executive Officer for Future Navy Programs at Defence Command Denmark, responsible for long-term naval capability development and modernization aligned with Denmark's strategic defense priorities. As Admiral Danish Fleet (2017–2023), he was the senior operational commander of the Danish Fleet, accountable for readiness, operational deployment, training, and fleet development, while leading national and multinational maritime operations within NATO and coalition frameworks.
Among his most notable operational assignments, Mikkelsen commanded multinational maritime forces during the international removal of chemical weapons from Syria and Libya. As Commander, Danish Task Group during Operation Removal of Chemical Agents from Libya (OPRECLIB) and previously as Commanding Officer of the 2nd Squadron during Operation Removal of Chemical Agents from Syria (OPRECSYR), he led British, Norwegian, and Danish forces in high-profile missions supporting international security and non-proliferation objectives.
Earlier senior appointments included Chief Executive Officer at Defence Command Denmark, Deputy Commander Operations and Logistics at Admiral Danish Fleet Headquarters, and Head of the Operations and Intelligence Centre (J2/J3). His career also included command of multiple naval vessels and extensive leadership experience in maritime, joint, and multinational operations.
Mikkelsen brings significant board-level expertise in strategic leadership and governance, defense and security affairs, organizational transformation, crisis management, capability development, innovation, public-private partnerships, and international stakeholder engagement. His experience spans large-scale operational organizations, government institutions, allied military structures, and defense industry collaboration.
His executive education includes the Naval Command Course at the US Naval War College, the Defence Resources Management Course in Monterey, California, Combined Force Component Commander Flag Courses in Italy and Bahrain, the Senior Workshop on International Rules Governing Military Operations in Geneva, and the International Symposium Course at the National Defence University.
He is the author of Two Hundred Days, an account of the mission in Syria. In 2025, he was awarded the OPCW-The Hague Award in recognition of his significant contribution to the priorities of the Organisation for the Prohibition of Chemical Weapons.
