Sergiy Makogon is a Senior Fellow with the Democratic Resilience Program at the Center for European Policy Analysis (CEPA).

Mr. Makogon is a seasoned executive and energy expert with over 20 years of expertise in the Ukrainian and Central and Eastern European (CEE) gas markets, as well as European security. Known for his strategic vision and transformative leadership, he has led significant initiatives in energy market restructuring and operational excellence. 

As CEO of the Gas Transmission System Operator of Ukraine from May 2019 to Oct 2022, he directed a team of over 11,000 employees, spearheading unbundling from the state-owned gas conglomerate and driving critical initiatives in digital transformation and cross-border collaboration. Previously, as Strategy and Business Development Director at Ukrtransgaz, he led a transformative project that carved out the gas transmission business in alignment with EU regulations, introducing innovative services such as "customs warehouse" and "short-haul transit."

His earlier career included high-level roles in business development at Naftogaz, executive sales management at Microsoft, and consultancy with Deloitte, where he contributed to projects in financial management, mergers and acquisitions, and IPOs. 

Mr. Makogon holds an MBA from California State Polytechnic University and a Master’s in Applied Mathematics from the National Technical University of Ukraine. He has continued his professional growth with certifications in renewable energy, energy policy, and corporate governance from institutions including MIT, INSEAD, and the Ukrainian Corporate Governance Academy.
