Reinhard Bütikofer is a Senior Fellow with the Tech Policy Program at the Center for European Policy Analysis (CEPA). Bütikofer previously served as a Member of the European Parliament (2009-2024) and was a prominent leader of the European Green Party.

During his tenure in the European Parliament, Bütikofer was actively involved in committees on Foreign Relations, International Trade, and Industrial Policy. He also played key roles in delegations focused on relations with the U.S., ASEAN, and China, chairing the China delegation from 2019 to 2024. Notably, he served as co-chair of the European Green Party (2012-2019) and co-chair of the German Greens (2002-2008). Earlier in his career, Bütikofer was the party’s secretary general (1998-2002), regional party co-chair in Baden-Württemberg (1997-1998), and a member of the Baden-Württemberg state parliament (1988-1996). Additionally, he served as a city councilor in Heidelberg (1984-1988).

Bütikofer is also deeply engaged in various organizations and initiatives. He sits on the board of trustees for the House of European History and serves on the advisory board of the Global Taiwan Institute. His other affiliations include membership in the German-Chinese Dialogue Forum and co-chairing the German-Taiwanese Dialogue Platform. Furthermore, Bütikofer was a co-founder of the Interparliamentary Alliance on China and co-convenes its Expert-Legislator Forum.
