Owen Bennett is a Fellow with the Tech Policy Program at the Center for European Policy Analysis (CEPA).

Bennett is an independent advisor and consultant on European and global digital policy, writing and advising on international platform regulation. His deepest expertise lies in the regulation of harmful online content, an area that has become a global touchpoint as governments adopt social media bans and other child safety measures.

He served as Head of International Online Safety at Ofcom, the United Kingdom's communications regulator, where he built the function that delivered the regulator's inaugural global online safety strategy and led engagement with stakeholders across Europe, Africa, Asia, and the Americas. Earlier, as Senior Policy Manager at Mozilla, he shaped European Union legislation including the Digital Services Act, the Digital Markets Act, and the Artificial Intelligence (AI) Act, as well as the UK's Online Safety Act.
