Oliver Mõru is the Counsellor for the Common Security and Defense Policy at the Permanent Representation of Estonia to the EU. In 2016-2021, Oliver worked at the Ministry of Defense of Estonia. He has held positions of US Country Director, Desk Officer for France, and Desk Officer for Ukraine. Prior to joining the ministry, he worked as a junior research fellow at the International Center for Defense Studies, where he focused on the Baltic-Nordic region, especially Arctic security. Oliver holds a bachelor’s degree in history and international relations from the University of Tartu and a master’s degree in international security from Sciences Po Paris and Georgetown University. His main areas of expertise are transatlantic relations, EU, NATO, and Russia.
