Nicolas Tenzer is a Non-resident Senior Fellow at the Center for European Policy Analysis (CEPA) and Chairman of the Center for Studies and Research on Political Decision (CERAP).

Nicolas is currently a guest professor at Paris School of International Affairs (PSIA, Sciences-Po), ENA Paris, and France’s Institute for Advanced Studies on National Defence. His current interests and writings are heavily focused on political risk analysis, European issues, Russia and Ukraine, disinformation warfare, the Middle East, US foreign policy, human rights, and corruption. He graduated from École normale supérieure, Sciences-Po Paris and École Nationale d’Administration (ENA), he has a Master's degree in History. Since May 2021, Nicolas has been the editor of Desk Russie, a newsletter on Russia and the countries of the post-Soviet space and the chair of the connected NGO A l’Est de Brest-Litovsk.

A senior civil servant, Nicolas is a former adviser to the French Minister of Economy and Finance. He was investigator at the Court of Auditors and Head of Department in Strategic Planning Commissariat (Prime Minister’s Office). He served as head of a special mission on international issues for the French government. He has led several missions for international organizations in Bosnia-Herzegovina, Bulgaria, Algeria, Ukraine, Montenegro, Egypt, Serbia, Haiti, Morocco, and Jordan.

During his tenure in the civil service, Nicolas wrote three official reports for the French government: The New Challenges for the Public Service: How to Address Them?; A New Organization for European and International Policies in France; and International Expertise: The New Heart of Diplomacy and Development Policy in the 21st Century: Tools for a French Strategy of Influence. For his services, he has been awarded knight of Légion d’Honneur and knight des Arts et Lettres.

He is also the co-founder and honorary chairman (was formerly the chairman and CEO) of Initiative for the Development of French Expertise Abroad in Europe and Worldwide (IDEFIE). He was the publisher and editor of the review Le Banquet from 1992-2015 and was a member of the board, Chief Finance Officer, and executive president of Aspen Institute France (2010-2015).

He is a former invited professor at College of Europe (Natolin, Poland), and has been visiting professor at multiple foreign universities (the US, Canada, Serbia, South Korea, Indonesia, to name a few) and guest speaker at many leading international conferences on security and international issues and policy-making process.

He is the author of 22 books, including Political Philosophy: The World in 2030, The Rule and the Disorder, and France Needs Others, and of more than one thousand scientific papers and op-eds. In June 2021, Nicolas founded Tenzer Strategics, where he regularly publishes his insights on foreign and security policy.
