Laura Galante is a Senior Fellow with the Tech Policy Program at the Center for European Policy Analysis (CEPA).

Galante is a Principal at WestExec Advisors, where she builds resilience capabilities for global infrastructure providers, advises executives on cyber threats and artificial intelligence (AI), and shapes defense technology offerings. At CEPA, she focuses on the changing relationship between technology, infrastructure, and state power.

She served as Director of the Cyber Threat Intelligence Integration Center at the Office of the Director of National Intelligence (ODNI) from 2022 to 2025, leading the 18-agency US intelligence community's response to cyber incidents, including Chinese operations against US telecommunications networks, ransomware attacks against hospitals, and Iranian and Russian attacks on water infrastructure. Galante launched analytic partnerships connecting infrastructure operators and technology providers with government agencies and directed the intelligence community's first enterprise-wide acquisition of commercial cyber intelligence.

Before joining ODNI, she developed an integrated cybersecurity framework for Ukrainian government agencies following Russia's invasion of Ukraine. Galante led cyber intelligence work for an international task force monitoring Ukrainian elections and served as an expert witness in precedent-setting cyberwarfare litigation. Earlier, she was a founding member of Mandiant's Intelligence team, which pioneered the attribution and exposure of nation-state espionage and intellectual property theft, and she helped build and later led FireEye-Mandiant Global Intelligence, overseeing a services and product portfolio generating $85m in annual revenue.
