Jim Lewis is an Office Coordinator at the Center for European Policy Analysis (CEPA). Jim is an operations and administrative professional with nine years of experience supporting high-performing offices in government and law. His background includes legislative research, constituent services, communications, and stakeholder coordination, as well as direct experience managing facilities, accounting, and workflow systems to ensure smooth day-to-day operations.

At the Center for European Policy Analysis, Jim brings a strong commitment to organizational efficiency and public service that aligns with CEPA’s mission to strengthen transatlantic security and democratic governance. During his time with the District of Columbia Council, he helped advance initiatives to reduce homelessness, combat urban blight, and expand neighborhood access to essential services. In the private sector, he played a key role in navigating a national law firm through the COVID-19 pandemic, adapting administrative processes to evolving workplace demands and maintaining stability in facilities and staff operations. Earlier in his career, Jim held positions with former US Sen. Bob Casey Jr., Gov. Josh Shapiro during his tenure as Montgomery County commissioner, the Pennsylvania Senate, and Pennsylvania State Rep. Tim Briggs, chair of the Pennsylvania House Judiciary Committee. These experiences strengthened his understanding of government operations and his ability to coordinate complex projects across multiple stakeholders.

A graduate of The Catholic University of America with a bachelor’s degree in political science and a minor in philosophy, Jim began his career in service as an Eagle Scout and AmeriCorps member supporting adjudicated youth in Philadelphia. He has a long-standing interest in public policy, organizational development, and civic institutions, which complements CEPA’s mission to advance effective governance and strengthen international cooperation.
