Jan Lipavský is a Czech politician and diplomat with a long-standing focus on foreign, security, and energy policy. He served as Minister of Foreign Affairs of the Czech Republic from December 17, 2021 until 2024. He holds a degree in International Territorial Studies from the Institute of International Studies at the Faculty of Social Sciences, Charles University, and spent part of his studies at the University of Kent in the United Kingdom. Before entering politics, he worked in the private sector, primarily in banking and information technology, with professional experience at companies including McKinsey & Company, Euro RSCG, ZOOT, Total Solutions, and Moro Systems.
From 2017 to 2021, he was a Member of the Chamber of Deputies of the Parliament of the Czech Republic. Following the parliamentary elections in 2024, he returned to the Chamber of Deputies and currently serves as a Member of Parliament. During his previous parliamentary tenure, he was Vice-Chair of both the Committee on Foreign Affairs and the Committee on Defence, and served on the Standing Commission on Hybrid Threats, the Subcommittee on Defence, Cyber and Security Policy and the Strategic Concept of the Czech Republic, and the Subcommittee on Migration and Asylum Policy. His legislative work has consistently focused on international and energy security, defence policy, and countering hybrid threats.
As Minister of Foreign Affairs, Jan Lipavský was a prominent advocate of a values-based Czech foreign policy firmly anchored in the European Union and NATO. He was a strong and consistent supporter of political, military, and humanitarian assistance to Ukraine in response to Russia’s aggression and repeatedly warned against disinformation campaigns, hybrid operations, and the erosion of the international rules-based international order. He is the author of the Czech Magnitsky Act, which enables targeted sanctions against individuals and entities responsible for serious human rights violations. In recognition of his work, he received the Magnitsky Human Rights Award in November 2022 and the Ukrainian Order of Merit in the same year. He was born in Prague, where he continues to live, and has a daughter.
