Glenn Parham is the Founder and CEO of GovBench, a company dedicated to aligning artificial intelligence with government via benchmarks. He previously served as the Department of Defense’s first Generative AI Technical Lead. In this role, he led Task Force Lima, developed the DoD’s GenAI policy, deployed large language models across the department, and supported international partners with AI implementation. He also published the DoD’s LLM fine-tuning framework and model family.

Before his tenure at the DoD, Parham founded and sold Pundit Analytics, a political intelligence startup that utilized AI to analyze political statements. He also served as CTO at Bullpen Strategy Group, where he was responsible for backend infrastructure development and time-series forecasting for political metrics. He studied and taught data and computer science at UC Berkeley and frequently lectures at universities on topics related to AI and the barriers to its adoption within government.
