Emily Otto is a Fellow with the Tech Policy Program and Transatlantic Defense and Security Program at the Center for European Policy Analysis (CEPA).

Emily served as a Cyber Operations Officer with the Cyber National Mission Force and the Cyber Protection Brigade under U.S. Cyber Command. She led a mission element within a Cyber Protection Team on defensive operations and directed operational planning teams to translate national policy into actionable orders. Emily contributed to U.S. Cyber Command's strategic planning efforts, helping to shape the vision and future direction of cyber operations, encompassing offensive, defensive, and information warfare.

Emily is an Alperovitch PhD Fellow at the Johns Hopkins School of Advanced International Studies, where her research centers on state cyber forces and the use of cyberspace as a strategic domain for advancing national objectives. She holds a Master of International Affairs in National Security and Diplomacy from the Bush School of Government and Public Service at Texas A&M University and a Bachelor of Arts in History from the University of Louisville.
