David Kagan serves as a Senior Program Officer with the Democratic Resilience program at the Center for European Policy Analysis (CEPA).
His work is focused on building transatlantic consensus in combating and deterring Russian aggression in Europe and mitigating Chinese malign influence in the region.
Before joining CEPA, David served as deputy to the Editor-in-Chief of The Catalyst, the Bush Institute’s quarterly political journal. Before that, David worked for the International Republican Institute in its Transatlantic Strategy Division, where he collaborated with European parliamentarians and civil society organizations to help bolster their countries against the subversive tactics of the CCP. He also worked on programs that tracked and reported Kremlin disinformation campaigns across the Western Balkans and Visegrad Four.
David holds a BA in History and Government from Hamilton College.
