Daniel Gaffin is the Program Officer, Congressional Relations and External Affairs the Center for European Policy Analysis (CEPA).
Daniel leads CEPA’s congressional engagement strategy, coordinating briefings, cultivating bipartisan relationships on Capitol Hill, and advancing the organization’s policy priorities through legislative outreach and events. He previously served on CEPA’s operations team, where he supported organizational logistics, and event execution.
His research focuses on conflict-related sexual violence (CRSV), with particular emphasis on the gaps in international accountability mechanisms and the legal and political challenges of prosecuting such crimes. In 2024, Daniel was invited to participate in the Naval Academy Foreign Affairs Conference (NAFAC), which explored the evolution of civil-military relations in modern conflicts.
He holds a Bachelor of Arts in Political Science from James Madison University.
