A Kremlin-sponsored disinformation campaign claims that a new deadly virus is actually a biological weapon developed in a secret U.S. laboratory. Is it 1983? Or is it 2020?

Actually, it’s both. Because when it comes to Russian active measures, the more things change, the more they stay the same. From the HIV-AIDS to the anti-vaxxer movement to the covid-19 crisis, false narratives about public health issues have long been a key vector of Russian disinformation and malign influence operations.

So what do Kremlin campaigns of the past teach us about what we are facing today?

Brian Whitmore is Director of the Russia Program at the Center for European Policy Analysis. Before joining CEPA he was Senior Russia Analyst at Radio Free Europe/Radio Liberty. He also worked as a foreign correspondent for The Boston Globe in Moscow and Prague; as a graduate instructor in the Department of Government and International Studies at the University of South Carolina; and as a visiting lecturer in the History Faculty at Mechnikov National University in Odessa, Ukraine and the International Relations Faculty at St. Petersburg State University.
