Russia and the West After Skripal

The attempted assassination of British citizen Sergei Skripal and his daughter has prompted an unprecedented degree of global solidarity with the UK in response. It has also elicited new questions: what was Russia’s underlying rationale; and importantly, what might come next in Western relations with Russia? Is the symbolic expulsion of spies enough; or are further policy steps needed to demonstrate that the Kremlin no longer enjoys a permissive environment in which to test international laws and norms?
