CEPA Transition Brief No. 1

In the run-up to the U.S. Presidential Inauguration, CEPA launches a special series of “Transition Briefs.” These reports highlight key trends and strategic questions, which the incoming administration will need to answer on day one. Authored by CEPA’s in-house experts and fellows, the briefs identify core concepts and issues, which the new presidential team will want to prioritize—and a few traps to avoid.

First up, CEPA’s Edward Lucas tackles the question: Do Grand Bargains Work? Spanning decades of transatlantic diplomatic history, from Munich to Merkel, he finds that such deals are often “antithetical to the real basis of American power: dependability and cooperation with allies.”
